Patrols are using vanilla guard posts, which keep them mobile around the settlement. I do play with Sim Settlements, so my "sniper nests" and border guard posts are usually keeping guards assigned to them stationary and preventing them from patrolling around. I always try to minimize the need for extra turrets. That's why I have those other guys running around. Of course they are far less effective toward raiders and supermutans, which are rarely heavily armored and have relatively good energy resistance from leather armor. They were actually effective against robot attacks, dealing a lot more damange to them than other settlers. It just feels and looks more like guys are actually ready to do what they are supposed to do. Settlers usually all rush up in to battle at once. Mostly it is just for the color and flavor. My border guards are more heavily armored than snipers and patrols, using combat rifles and similar weapons. My patrolling guards are using submachine guns and combat shotgons. I have ballistic snipers and laser snipers high up in my settlements. I design my other guards in similar ways. Settlers do not really have any perks, so those two weapon types are most useful against robots in their hands. They carry midrange automatic energy weapons or armor piercing automatic weapons. My "robot slayer" guards are using armor with heavy energy resistance: usually sturdy leather or combat armor, upgarded for further energy protection. Each of them looks like they are doing what they are supposed to be doing and are armed in relevant way. I am quite heavy on settlement building, but I like to plan my settlers as well.
